Proposal to change 6.2 & 6.3 of Articles of Agreement

Currently the Pirate Council is made up of the Captain, First Officer, Quartermaster, and a group of at large members that are dependent on the number of members we have.

Swarmwise recommends having Captain, First Officer, Quartermaster as well as PR/Media, Activism, Swarmcare and Web/Info directors.

This proposal would change the composition of the Pirate Council to reflect Swarmwise's recommendation and to change the Winter requirement for election of the Pirate Council/officers to a requirement that it be at our annual conference.

Sections 6.2 and 6.3 of the Articles of Agreement currently read:

6.2 Composition

The Pirate Council shall be composed of three officers, Captain, Quartermaster, 1st Officer, and several at-large members. The number of
at-large council members shall be determined by the number of party members:

    1-500 members: 3

    501-5000 members: 5

    5001-25,000 members: 7

    25,001-100,000 members: 9

    100,001+ members: 11

6.3 Election

Members shall elect a Pirate Council once a year during the Winter Member Meeting. Ballots as well as voting instructions and the date
ballots are to be returned shall be mailed to every member three weeks prior to the election date. Members must be able to submit their
secret ballots electronically or by mail. The Captain, Quartermaster and 1st Officer shall be elected using IRV and the at-large members
shall be elected by STV-PR as defined in Article 3.0.

This proposal would change the above text to read:

6.2 Composition

The Pirate Council shall be composed of seven members: Captain, Quartermaster, 1st Officer, PR/Media Director, Activism Director,
Swarmcare Director and Web/Info Director. The PR/Media, Activism, Swarmcare and Web/Info Directors would be responsible for their
particular areas.

6.3 Election

Members shall elect a Pirate Council once a year at our annual conference.

Ballots as well as voting instructions and the date ballots are to be returned shall be mailed to every member three weeks prior to the
election date. Members must be able to submit their secret ballots electronically or by mail. All members shall be elected using IRV
as defined in Article 3.0.

Deferring to Next Meeting

  1. Establishing Regions?
    1. Swarmwise suggests dividing into 20-30 regions.
    2. Jason worked on a first draft of a map which Jamie has expanded with this Region Proposal.
  2. National Matters
    1. The USPP elected new officers and Jamie is subbing in as Quartermaster/Secretary. He would like a replacement.

[9:22pm] jokeefe: cryptoparty [9:22pm] srevilaktest: lisbon: I'd announce lightnight talks at the beginning, and leave clipboard for people to sign up [9:22pm] lisbon: ok [9:23pm] srevilaktest: Then when time comes, we run through 'em [9:23pm] js0000: yes, maybe also point out contact person, if all agree to that [9:23pm] srevilaktest: js0000: yeah, that works. [9:25pm] js0000: sorry about pushing agenda ... [9:25pm] jokeefe: hope you can make it lisbon [9:25pm] lisbon: I will see if I can transfer to another drive on a different day if possible [9:25pm] jokeefe: any update on program? [9:38pm] js0000: steve had a wireless repeater that was helpful [9:38pm] jokeefe: yes, same place [9:39pm] js0000: it's a pretty limited capacity network [9:39pm] js0000: if memory serves, i just grabbed an open ethernet port [9:39pm] srevilaktest: js0000: I still have the same repeater. You can upgrade OpenWRT for me [9:39pm] js0000: haha [9:39pm] js0000: ok [9:39pm] jokeefe: anything other updates for pirate con? [9:39pm] js0000: is there any other wireless hardware than anyone else has? [9:40pm] igel: for sure [9:40pm] js0000: i believe we were beyond capacity last time [9:40pm] jokeefe: could help [9:40pm] srevilaktest: I have a 4G clear wireless modem. [9:40pm] igel: hmm [9:40pm] js0000: it would be help to keep track of it [9:40pm] srevilaktest: Yeah I wisth. s/2gbps/2mbit/ [9:41pm] igel: ah on the lan? aahehhe [9:41pm] js0000: yeah- it's a mess [9:41pm] js0000: unless you can get us some open wireless bandwidth of some sort ... [9:42pm] js0000: maybe i will try to contact network personel at church ... ? [9:42pm] jokeefe: worth asking [9:42pm] srevilaktest: js0000: i'm going to try meeting with them next week. Have dentist appt right around the block [9:42pm] js0000: ok, maybe you will ask? [9:42pm] srevilaktest: will see what they can give us [9:42pm] igel: is there open wifi on the square? ive got some ubiquity nanostations and m5 gear.. [9:43pm] js0000: i think people jump on whatever they can at the convention [9:43pm] js0000: esp with our little network just barely huffing and puffing along [9:43pm] igel: well.. [9:44pm] jokeefe: moving on [9:44pm] jokeefe: Pirate Council Reorg - https://masspirates.org/wiki/February_12th,_2015_IRC_Meeting#Proposal_to_change_6.2_.26_6.3_of_Articles_of_Agreement [9:45pm] jokeefe: comments? [9:45pm] Bluestreak: I would like to run for PR/Media [9:46pm] Bluestreak: It's what [9:46pm] Bluestreak: I do [9:46pm] js0000: so it's going from 3 to 7? [9:46pm] jokeefe: comments on the proposal [9:46pm] jokeefe: well, 6 to 7 [9:46pm] lisbon: I have no opposition to the change [9:46pm] Bluestreak: No opinion. [9:47pm] jokeefe: we never elected the 3 at large people [9:47pm] js0000: it sounds like too big of a jump all at once [9:47pm] Bluestreak: I will work within the propsal [9:47pm] js0000: maybe 3 to 5 [9:47pm] Bluestreak: Seriously [9:47pm] Bluestreak: ? [9:47pm] js0000: but maybe there are lots of people who want to be on the board [9:47pm] js0000: or council, sorry ... [9:48pm] jokeefe: well, having defined roles might bring people out [9:48pm] js0000: ok, i don't want to block [9:48pm] js0000: just thinking about candidate pool ... [9:48pm] jokeefe: agreed, js0000 [9:49pm] Bluestreak: I saw a niche that works for me, I spoke up to run [9:49pm] srevilaktest: jokeefe: I'd suggest a small change. Allow for other council positions, as dictated by circumstances leading up to election. [9:49pm] Bluestreak: Whatever. #rollswithit [9:49pm] jokeefe: not sure what you mean, srevilaktest [9:50pm] srevilaktest: Suppose (for example), we need a council member to do legal research/provide legal advice on proposed legistlation [9:51pm] srevilaktest: Should we be able to create the council position, or must we amend bylaws first? [9:51pm] jokeefe: Maybe use this https://masspirates.org/wiki/Articles_of_Agreement#Article_7.0_-_Campaign_Commanders [9:52pm] srevilaktest: jokeefe: okay, I think that would cover it. [9:52pm] srevilaktest: Next question: do we have any concrete plans for ballot submissions? [9:52pm] srevilaktest: er, electronic ballot submissions [9:53pm] jokeefe: we have the existing CiviCRM form that we could modify [9:53pm] jokeefe: any more questions or comments? [9:53pm] igel: yea? [9:53pm] igel: no, [9:54pm] • js0000 cannot follow [9:54pm] igel: (nvm jokeefe) [9:54pm] igel: electronic ballot ?? [9:54pm] srevilaktest: yes one more -- skimming over articles of agreement, looking for something on voter eligibility [9:54pm] srevilaktest: that is: are there constraints on who can vote [9:55pm] js0000: constraints from mass pirate party? [9:55pm] srevilaktest: (because constraint enforcement in electronic voting systems ain't exactly easy) [9:55pm] jokeefe: https://masspirates.org/wiki/Articles_of_Agreement#Article_2.0_.E2.80.93_Membership [9:55pm] Bluestreak: That is a good question [9:55pm] Bluestreak: Who can vote? [9:55pm] srevilaktest: jokeefe: thx. THat's what I was looking for [9:56pm] Bluestreak: So everyone registered as a Pirate can vote. [9:56pm] Bluestreak: et al [9:57pm] srevilaktest: I have some technical i's to dot and t's to cross re: electronic voting, but I think we can work through them [9:57pm] jokeefe: we have gotten off topic [9:57pm] Bluestreak: ? [9:57pm] jokeefe: the question is do we adopt this proposal or not [9:58pm] jokeefe: we already have voting rules [9:58pm] Bluestreak: I am fine with it as is [9:58pm] Bluestreak: I am fine with fewer concillors [9:58pm] jokeefe: is there a 2nd? [9:58pm] srevilaktest: I'll second. But will have more to day when we get to electronic voting implementation [9:58pm] Bluestreak: Sure I will 2nd the proposal [9:58pm] jokeefe: all in favor? [9:58pm] Bluestreak: aye [9:58pm] lisbon: aye [9:59pm] jokeefe: aye [9:59pm] srevilaktest: aye3 [9:59pm] igel: aye [10:00pm] jokeefe: any opposed? [10:01pm] jokeefe: any abstentions? [10:01pm] lisbon: no opposed/abstained. I need to go, my laptop trackpad is not functioning properly (damn you open suse drivers) we are almost at time anyway. See you Saturday [10:01pm] lisbon left the chat room. (Quit: Leaving) [10:01pm] jokeefe: good luck, lisbon [10:02pm] jokeefe: motion passes [10:02pm] jokeefe: and we are at time [10:02pm] jokeefe: motion to adjourn? [10:02pm] Bluestreak: 2nd [10:03pm] jokeefe: all in favor? [10:03pm] Bluestreak: aye [10:03pm] jokeefe: aye [10:03pm] srevilaktest: aye [10:04pm] jokeefe: I will post the notes
